Update Gradle wrapper to release 4.9

Gradle 4.9 has no new features of particular interest to us. It's
good to stay up-to-date, though.

Upgrade Gradle wrapper to release 4.7
...
New features that I like from this release: (1) better output grouping
when building in parallel, and (2) automatic test ordering to try
previously-failing tests first.
